Senate Bill 09-108, known as FASTER, was a Democrat-sponsored bill signed into law by then-Gov. Bill Ritter. The measure had support from 32 Democratic legislators including current Senate Majority Leader Rollie Heath, D-Boulder, and House Majority Leader Dickey Lee Hullinghorst, D-Boulder, and recalled state Sens. Evie Hudak, D-Westminster, and John Morse, D-Colorado Springs.
